魏家祥:内长将宣布,降低外劳人头稅涨幅

首相署部长拿督斯里魏家祥透露,内阁在近期的会议中决定降低外劳人头稅的涨幅,将比之前所作出的宣布来得低。“政府完全明白雇主所面对的问题,特別是来自制造业、建筑业等等,而关于农业领域方面,之前的外劳人头稅则从410令吉,涨至1千500令吉对雇主来说是一大负担。”

政府体谅业者负担重

他今晚出席马来西亚中小型工业公会新春聚会致词指出,副首相兼内政部长拿督斯里阿末扎希将会宣布调整外劳人头稅的幅度,而涨幅度将会低于之前的调整。

另外,针对政府推出的“重聘外劳计划”,魏家祥表示,政府也理解许多行业需要聘请大量外劳,但必须确保所有外劳都依照合法的程序,以避免影响其他领域。

“我呼吁所有中小型企业雇主能尽快前往移民局柜台,让非法在我国工作外劳获得合法的工作准证。我相信有关费用以及罚款都是可负担的数额。”

江华强盼简化重雇外劳

另一方面,马来西亚中小企业公会总会长江华强吁请政府能够与中小型企业及相关商会组织作出探讨及合作,包括简化重雇外劳计划的程序和减低相关费用。

他指出,由于我国许多制造商在获取原产证书方面比较困难,因此他建议政府在有关程序上的处理方式能够变通,比如在有关证书上列出来自大马的生产商,以协助我国中小型企业扩展出口。

出席者包括马来西亚中小型工业公会署理会张王志达、副总会长柯良赞、财政陈芳心、马来西亚青创会总会长拿督雷智雄、大马对外贸易发展机构(MATRADE)副首席执行员苏西拉及丰隆银行蕉赖商务中心经理蔡靖富。

跟著外勞找生活直擊外勞淘金夢‧他們也是一群努力生活的人

一談起外勞,總離不開合法與非法的話題,或是受虐女傭,無情的雇主欺壓勞動者,把他們當成一顆柳丁,被榨得一滴不剩;或把他們想像成一顆不定時的炸彈——“攫奪匪”、“小偷”、“好色之徒”,製造各種問題的一群人。根據去年馬來西亞移民局的統計,在馬來西亞居住的外勞一共佔了馬來西亞總人口的22.5%,即675萬人。675萬人到底有多少?如果以大馬3000萬人口計算,即每5人中就有1名外勞。

我們也擔心,外勞人口過多會威脅我國公民原有的利益,加上外勞被賦予公民權的消息不時傳來,早前內政部長拿督斯里阿末扎希宣佈在未來3年內引進150萬名孟加拉籍外勞的消息,更是撥動了馬來西亞人的神經線。

然而我們所想像的假想敵,他們就在我們的生活周遭——家裡的菲律賓女傭、門外的尼泊爾籍守衛、印尼的清潔大嬸;大路兩旁興建中的建築,工人來自印尼、孟加拉、巴基斯坦或緬甸;坐在餐廳裡,招待我們的是緬甸姑娘或孟加拉小伙子。

他們早已融入我們的社會,存在於各個行業裡。我們對他們,習以為常也過度依賴。其實如果撥開偏見走進他們的生活,你會發現他們大多和我們一樣,不過是一群努力生活的人。

平日走在敦陳修信路和敦陳禎祿路上,會與說著不同語言的孟加拉、尼泊爾外勞擦身而過。週末天這裡更是聚集了不同國家的外勞,感覺置身在小孟加拉或小尼泊爾。(圖:星洲日報)

吉隆坡市區的大街小巷,比如Kota Raya、茨廠街和半山芭一帶,已是天下皆知的“外勞街”。無論是週日還是週末,這裡總是聚集了來自不同國家的外勞,緬甸、尼泊爾、印尼、印度、菲律賓,或是巴基斯坦、孟加拉人。

尤其敦陳修信路和敦陳禎祿路左右兩側的店鋪樓上,更是掛滿了尼泊爾或孟加拉文的招牌或廣告。走上樓瞧一瞧,你可能感到驚訝,這些你曾經熟悉的老街、老店,如今已經變成外籍人士開設的雜貨店、餐館和服裝店,感覺置身在小孟加拉或小尼泊爾。

穿梭在唐人街的美食、服裝和飾物攤檔,一張張尼泊爾、孟加拉的臉孔,說著標準的廣東話,召喚你去買東西。讓人好奇的是,這些來自他國的外勞平時吃甚麼,住哪裡呢?

來自孟加拉加齊普爾(Gazipur)的Altef,是在後巷一間嫲嫲檔工作。那是一間開給孟加拉外勞的小販檔,由於他們大多是穆斯林,要找到清真又合胃口的食物不容易,因此他們的華人老闆就開了這樣的小飯店。

小飯店的地點有些隱秘,得穿越店鋪的後門,經過小小的走廊才找到。而後巷的入口處也只是一個小小的門口,一般人大概也不會走進來。

來馬來西亞找工容易
“你在這裡做了多久?”“6年。”

“當初為何選擇來馬來西亞?”“那裡人口很多,工作很少。”

“今年幾歲了?”“38。”

與Altef的談話都是一問一答,儘管努力想讓他放鬆交談,可他一直保持著警惕的狀態,臉上表情十分拘謹。旁邊還有一位男士用孟加拉語說悄悄話。

“結婚了嗎?”“沒有。”

“那你認識這裡的女孩子嗎?”“沒有。”

“有沒有認識來自孟加拉的女孩子呢?”“沒有,我也不知道。”

“大部份是孟加拉男性來工作?女性很少?”“是的。”

“有想過去其他國家工作嗎?”“沒有錢。”

“休息時去哪裡?”“哪裡都不去,就待在房間裡。”

“哥哥、弟弟有想過來馬來西亞工作?”“沒有錢,因為來這裡也需要很多錢,大概8000令吉。”

Altef的家鄉有年邁父母,還有7個兄弟姐妹,都是務農的,生活極不容易。只上小學五年級的他,6年前跟隨朋友來馬尋找出路。

為何選擇來馬來西亞?大部份的外勞都這麼回答“Cari makan(找吃)”,而他也不例外。來馬來西亞,是因為這裡比周遭國家更容易找到工作。薪水僅有八九百令吉的他,除了三餐,住宿費都要自己付,老闆為他在班登再也附近的店屋樓上租了一間小房,每個月從薪水裡扣除100令吉。上下班是朋友用摩哆載他過來。

在餐廳找到工作以前,他在服裝店賣了4年的衣服。“以後,我想在家鄉開一間服裝店,賣衣服。”你在這裡的生活過得如何?“只要我不干擾別人的生活,別人也不會干擾我。”

年邁的父母也催他回去結婚,但他總是說:“再等一下,3個月我就回。每一次都說3個月,一直到現在都還沒有回去。”

不過是為了一口飯
一直談到攝影記者說要拍照,Altef才向我攤牌。“你問我的話,我必須得說可以;但如果可以,我懇求你不要拍照,因為這樣會帶給我麻煩。” 我看見Altef哀求的眼神裡有些恐慌,相信他過去的6年經歷了不少。我並不知道他是不是合法外勞,就連他的老闆“阿蘇”,也無法給我一個確定的答案。不過小飯店本身並非合法,我們最終還是沒有拍下照片。

“我們做的是街邊生意,和他們相處整整10年。如果沒有他們,誰要做這些工作?本地最低薪金是1000令吉,就算我給本地人1500令吉都沒有人要做。他們寧可到新加坡、澳洲‘跳飛機’。”

阿蘇說,這些孟加拉人來這裡都是為了討生活,他們勤勞又節省,簡簡單單又一餐,“他們不會傷害我們,也不會偷東西,而且忠心又受教。你給他們工作,他們會感恩在心。我覺得大家互利互惠,他們願意做,我們又需要人手。”

他反而認為政府應該更重視難民問題,“政府收留了那麼多難民,沒有提供物資又不允許他們工作,他們生存不了當然會去偷、搶,倒不如讓我們給他們工作。他們千里迢迢過來,不是要做壞事,而是為了一口飯。”

緬甸女孩阿香離鄉別井打拼看世界
阿香來自緬甸的邊陲城鎮臘戌,18歲來馬,在茨廠街的金蓮記福建面美食館工作了4年。如同馬來西亞華人,她在緬甸也同樣從小接受中文教育,因此能夠說一口流利的中文。

“我讀到初中一,不想讀書了,就和堂姐妹來馬來西亞找餐廳的工作。”家裡務農的她說,臘戌就像馬六甲那般大的小鎮,地方不大但人口密集,當地就業機會很少,因此年輕人都往外跑,尤其是中國上海、北京。

“一邊工作賺錢一邊旅遊,看看別人的世界。我也是來到馬來西亞,才知道馬來西亞長得這個樣子。”她笑言。

阿香原名王建蓮,家中排行老大,還有4個弟妹還在讀書,父母務農,種植稻米和玉米,一年才收割一次。“父母肯定捨不得我離開,但為了生活,也為了我們的前途發展。他們也希望我們能夠走出緬甸看世界,所以只好讓我們離開。”

想家的時候,她會馬上給家裡打電話,問候家裡的弟妹們,只要聽到他們健康平安,她就能放心工作了。儘管現在有廉價航空,但從仰光回臘戌得坐巴士一天一夜,“乘搭飛機的話只要1小時,但家裡環境不好,寧可買多一點東西回家都捨不得用來搭飛機。”

與阿香年紀相去不遠的李小姐,是金蓮記老闆的小女兒。她自小在這條街上長大,也接觸不少外勞。“緬甸人比較多,也有尼泊爾,不過緬甸員工比較聽話。”

她特別讚賞像阿香這樣的緬甸女孩,“她很勤勞,好學,學東西的能力很強,而且做事也不會計較,十分盡責。”

她們倆經常聊天,阿香告訴她家鄉臘戌是一片綠色稻田和玉米園,“我想去她的家鄉,聽起來十分吸引人嘛!”李小姐笑說。

A total of 10,239 foreign workers were registered by 2,210 employers under the Rehiring Program since Feb 15 until Feb 28. Deputy Home Minister Datuk Nur Jazlan Mohamed however was not satisfied with the number.

“It is very low. To say they face difficulties signing up is not justified because it can done online and they need not have to go to the immigration office or company to register the illegal immigrants,” he told reporters after presenting the Immigration Department 2015 excellent service awards to 813 recipients here today.

He said employers who were not IT savvy could visit the immigration branches for advisory service.

The Rehiring Programme up to December 31 is to provide opportunities for illegals from 15 source countries working illegally in the country to be granted valid work permits to meet the permitted employment sector.

He said the registration fee of RM800 under the Rehiring Programme was reasonable and fair and took into account the various costs incurred by the government following the entry of foreign workers, including the costs of health, safety, detention and deportation.

“To me it is a fair trade off, you want foreign workers you pay for it,” he said, adding that the registration fee in Malaysia was much lower compared to other countries like Singapore and Middle East that used a large number of foreign workers.

Foreign Workers Found Without Valid Papers During Joint Operation At Wholesale Market

A TOTAL of 72 foreign workers were detained for not possessing valid documents during a joint operation at the Kuala Lumpur wholesale market. The operation by 77 officers from Kuala Lumpur City Hall (DBKL), Kuala Lumpur Immigration Department and the police conducted checks on foreign workers’ travel documents, working permits as well as United Nations High Commission for Refugees (UNHCR) cards.

Foreigners who were found without valid documents being gathered at the entrance of the Kuala Lumpur wholesale market for further checks.

DBKL Licence and Petty Traders Management Department senior assistant director Saiful Mazli said DBKL would continue to have such operations in the future to better monitor the foreign workers in the market.

“This is part of our efforts to better manage the market and monitor the foreign workers.

“We want to ensure all foreigners working here are registered but this will take some time,” he said, adding that the large population of foreigners here contributed to the problem.

“There are fewer foreign workers here today and I see some improvement.

“We hope the wholesalers here will give us their cooperation and abide by the law.

“It is also the employer’s responsibility to check the travel documents of their foreign workers frequently,” Saiful said, adding that they might conduct similar operations at least twice a week.

StarMetro reported yesterday that foreigners without a tag and uniform would not be permitted to enter the market.

Only those in colour-coded uniforms and tags worn by wholesalers and their registered foreign workers will be allowed into the market, besides local customers.

During the operation, StarMetro noticed that there were workers who did not wear the uniforms and tags.

Foreign workers who did not wear the uniforms or tags and those caught without possessing any valid working or travel documents were taken to the entrance of the market for further checks.

Kuala Lumpur Immigration Department representative Muhamad Faisal Abu Bakar, who led the operation, said some of them were suspected to have falsified their work permits and travel documents.

“We also found some of them had misused their working permit, did not have proper identification or their travelling period here had expired.

“The detained foreign workers were brought to the lock-up at the Immigration Department at Jalan Duta for further investigation and action will be taken accordingly if they were found breaking the law,” he said.

Out of the 122 foreign workers who were round-up at the market entrance, 50 were released after their documents were verified.

Some of the wholesalers who witnessed the entire operation said they supported the action by the authorities.

Local vegetable seller Elaine Shum, 43, said DBKL should conduct such operations once in a while to keep the foreign workers in check.

“Sometimes, there are just too many foreign workers here.

“I have seen foreign workers fighting with each other and I suspect they are not registered workers.

“This paints a bad image to some of the foreign workers who are really hardworking,” she said.

She added that the operation was timely as it was done during off-peak hours.

“We get busy around 3pm and we need the foreign workers to help,” she said.

Another vegetable seller, Lim Chee Leong, 33, said the operation would act as a warning to other unregistered foreigners operating here.

“It is good that they weed out the unregistered foreign workers.

“I hope this will scare off those selling vegetables at the parking lot as it affects our business here,” he said.

Bangladesh MoU Still Valid

The suspension of the recruitment of Bangladesh foreign workers does not affect the validity of the memorandum of understanding (MoU) signed between Putrajaya and Dhaka. Human Resources Minister Datuk Seri Richard Riot Jaem said that the MoU signed with the Bangladesh government was still official.

He added that further details on the decision to freeze foreign worker­ recruitment were to be announced by the Federal Govern­ment.

“I welcome the statement of the Deputy Prime Minister (Datuk Seri Dr Ahmad Zahid Hamidi) as it is a positive statement.

“It clearly reflects the (Human Resources) Ministry’s priority in providing employment opportunities for local workers,” Riot said in a statement.

On Thursday, a MoU was signed between Putrajaya and Dhaka to allow male and female Bangladeshi workers to be brought into the service, construction, farming, plantation and manufacturing sectors.

The next day, Dr Ahmad Zahid announced that the Government had suspended the recruitment of all foreign workers, including those from Bangladesh, pending a review of the levy and rehiring programme.

In Kuching, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi chided former go­vernment leaders who accused the Government of policy flip-flop.

“The Government reversed certain policies because it is sensitive to the people’s calls.

“The same former leaders had acted similarly for the people when they were in the Government,” he said.

“Now that they are no longer in power or holding any position, they are accusing the Government of flip-flop.”

Speaking at an Excellence Award Presentation ceremony for the Home Ministry workforce at a hotel here yesterday, he referred to the critics as gila talak(meddlers).

“He thinks he is the cleverest, the best, the most excellent.

“His time is over, please respect the ruling Government,” said Dr Ahmad Zahid, adding he was not specifically referring to any individual.

Former prime minister Tun Dr Mahathir Mohamad had yesterday said the flip-flop in policy caused uncertainties among the people.

“We see flip-flop happening all the time. They introduce the policy, they reverse the policy and then they re-introduce it again, in all things, including the automotive sector.

“I think there is some confusion about what you have to do, which has forced them to reverse every time,” he said in a press conference after launching the Let’s Read The Quran 2016 campaign here yesterday.

Meanwhile, SME Association of Malaysia president Michael Kang urged the Government to release details and guidance for the SME on the proper solutions and policies to follow.

“After collecting the levies, a certain amount of money should be allocated to the SME to upscale our own local staff, so we can gradually reduce our dependency on foreign workers,” said Kang.

The SME Association works closely with the Human Resource Development Fund, aiming to provide training to local staff in terms of automated machinery training and guidance to improve workflow efficiency and productivity.

3 Months To Decide New Levy On Foreign Workers, says Zahid

Home Ministry secretary-general Datuk Seri Alwi Ibrahim has been given three months to study appeals from industry players on the levy for foreign workers in Malaysia, as well as the issue of illegal foreign workers, Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi said.

“We are are asking the 20 associations we met (in Putrajaya on February 16) to do their study before we meet again to discuss what is the figure that is acceptable to both sides,” Zahid told reporters at a Chinese New Year gathering at the home of industrialist Datuk Henry Lau in Kuching, today.

Zahid, also the home minister, said the current levy rate was the lowest among Asean countries and even lower than Qatar, Saudi Arabia and the United Arab Emirates (UAE).

“We are the lowest,” said Zahid, who this morning announced a freeze on the recruitment of all foreign workers.

It comes a day after Putrajaya inked a deal with Dhaka to send 1.5 million workers to Malaysia.

Zahid said in the meantime, the exercise to register illegal workers already in the country would continue.

“We want to utilise the existing illegal workers.

“Those who are are illegal, we are registering them provided they are still employed.

“Those with no documents… their embassy would have to issue the documents in order to be registered as legal workers, otherwise we have to send them back,” he said.

Kedah Immigration Stops 8 Indian Nationals From Entering Malaysia

ALOR SETAR: Eight Indian nationals who wanted to go to Kuala Lumpur to do preaching work were denied entry into the country via the Immigration, Customs, Quarantine and Security (ICQS) complex at Bukit Kayu Hitam, near here, yesterday.

Kedah Immigration Department director Mohamad Yusri Hashim said the men, aged between 40 and 67, were detained at 12.15pm.

“All of them were from Chennai, India. Besides preaching they were also seeking donations to buy flight tickets back to their hometown,” he said in a statement today.

Meanwhile, 11 Bangladesh and Myanmar nationals aged between 31 and 52 were nabbed in a raid in two different locations in Jitra at 12.10am yesterday.

Mohamad Yusri said they were all detained in the Immigration lock-up of the Home Ministry Building, Alor Setar for further investigations before being handed over to the Belantik Immigration Detention Depot in Sik. — Bernama

A total of 27 illegal foreign workers were arrested during a joint operation conducted by Subang Jaya Municipal Council (MPSJ) licensing department and health department as well as the Immigration Department today.

Led by officers from the three departments, the operation was conducted at food outlets around the USJ 9 and 10 areas as well as a shopping mall in the Subang Jaya vicinity.

“In the four-hour operation which started at 10.30am, we managed to detain foreign workers from Myanmar (10), Indonesia (7), Philippines and Pakistan (3 each), India (2) and one each from Bangladesh and Nepal.

“As a result, six food outlets were issued with compound notices up to a maximum of RM1,000 for violating the MPSJ Food Establishment Licensing By-Law 2007,” an MPSJ spokesperson told theSun when contacted.

大馬人資部長:沒闡明多少‧依僱主需求聘孟勞

大馬人力資源部長拿督斯里里察烈說,大馬和孟加拉簽署的瞭解備忘錄,並沒有特別闡明大馬需聘請的孟勞人數。

他今日在部門召開的一項新聞發佈會上說:“聘請孟勞的人數,將依據大馬僱主的需求而定。”

“舉例說,一間公司需要1千名工人,那麼這間公司可以申請一定數目的工人。因此,一切視本地工業的需求而定。”

里察烈昨日前往達卡代表政府和孟加拉政府簽署引進孟勞瞭解備忘錄。

他說,大馬與孟加拉簽署的瞭解備忘錄,與政府之前與其他7國,即印尼、印度、泰國、柬埔寨、巴基斯坦、斯里蘭卡和越南簽署的一樣,並沒有特別說明所將引進的外勞人數。

備忘錄5年後檢討

里察烈也說,備忘錄的簽署期間是5年,5年後會加以檢討。

他駁斥孟加拉招聘機構協會指由大馬為首的集團,將壟斷聘請孟國外勞的說法,因為一切將會根據政府對政府的機制行事。

“備忘錄闡明,大馬政府必須在選擇孟加拉招聘機構和分配固打方面,保障網上申請的透明度和公平。”

他說,有關備忘錄將能強化兩國的外交關係,尤其是在勞工發展方面,孟國已被列為外勞來源國,孟國外勞獲准在服務、製造、建築、農業和園坵業等次領域工作。

里察烈也強調,政府這次會實施較嚴苛的引進條件,包括審查孟勞犯罪背景和進行嚴密的健康檢查。另外,孟勞也必須接受訓練、瞭解大馬文化、大馬政策、法律和條規等。

他說,孟勞可以登錄內政部所監管的孟國勞工管理系統(BWMS)提出申請。

他說,備忘錄的簽署目的是要通過新的管制機制來管制外勞的湧入,更重要的是確保根據市場的真正需求。

他說,我國目前共有28萬2千287名孟國外勞(包括148人在砂拉越),其中10萬9千743人在建築領域、製造業10萬4千311人、服務業(球童、酒店)、度假屋、水療中心、廚師和清潔服務3萬2千609人、種植業2萬1千253人和農業1萬4千371人。

里察烈說,根據估計,國內目前每10名外勞中,有8名是非法外勞。

他指出,截至去年12月為止,國內總共有213萬5千零35名外勞,換言之,我國約有170萬名非法外勞。

外勞中以印尼人最多,共有82萬8千283人。

里察烈說,引進外勞是根據工業的需求,而政府已採取必要的措施,以確保外勞人數不能超過總就業人口的15%。

他說,目前國內的總就業人口為1千530萬人,因此國內最多只需要230萬名外勞。

他表示,政府絕不會允許外勞人數超出15%的比率,包括最近推行的外勞漂白行動。

“若合法和非法外勞的人數加起來就超過15%的限額,政府會加緊執法行動,並將非法外勞遣送回國。”

他說,大馬必須減少依賴外勞,政府也促請業界自動化生產和優先僱用本地工人。

外勞需求調查將完成

里察烈說,政府早在四五年前就展開一項外勞需求的調查,有關報告將在未來數週內完成。

他指出,目前並沒有任何領域停用外勞,尤其是家具和園坵業需求還是很大。

他也說,由於東馬有本身的勞工法令,因此,東馬並不會引進孟國外勞,但西馬州屬並不會跟進東馬的行動,因為西馬州屬並沒有屬於本身的勞工法令。

他也說,內政部預料在20日就人頭稅課題進行討論。

引進孟加拉外勞背景

  1. 副首相兼內政部長阿末扎希在去年6月29日宣佈在未來3年分階段引進150萬孟加拉外勞,以填補被遣返的非法外勞所留下的空缺,並沒有增加外勞人數。
  2. 他在去年8月7日接見到訪的孟加拉外長阿布哈山時時說,由於國人不願從事“3D”(危險、辛苦和肮髒)工作,促使政府要引進孟加拉外勞來滿足各領域包括園坵、建築、工廠及服務業僱主的需求。
  3. 首相拿督斯里納吉在1月28日宣佈調整預算案中宣佈重新僱用外勞的措施,預料有200萬非法外勞會被漂白。
  4. 阿末扎希在今年2月11日續稱政府此舉是基於業界、商會及組織提出的要求。
  5. 人力資源部長拿督斯里里察烈於2月18日就在孟加拉達卡與孟加拉僑民福利與就業部長努魯伊斯蘭正式簽署了瞭解備忘錄。
  6. 大馬職工總會(MTUC)逾50名會員也前往內政部和人力資源部移交備忘錄,堅決反對政府是項計劃,並促政府成立皇家委員會來調查此事。

促僱主聘請本地人
阿末扎希今日出席第一軍區親善活動時說:“我們促請所有僱主聘請本地工人。”

他日前宣佈,政府將引進150萬名孟加拉外勞以滿足市場需求後,引起各界大反彈,許多業者也對新的外勞人頭稅政策表達不滿。

阿末扎希今日說,政府將專注於重聘外勞計劃,並將加強執法,以確保不再有外勞進入我國。

“沒有合法文件或逾期逗留的外勞,將被扣留和被遣送回國。”

阿末扎希也是內政部長,他說,當局將展開大規模的執法行動取締非法外勞。凡是工作准證已到期以及沒有合法證件者,都不允許繼續留在我國工作。

他表示希望國人,尤其是年輕一代能夠取代外勞,成為國家主要的人力資源,以協助推動國家經濟發展。

人資部長:依需求而定
“非引進150萬孟外勞”
另一方面,人力資源部長拿督斯里里察烈19日澄清,政府並非引進150萬名孟加拉外勞,而是根據市場的需求來引進孟國外勞。

18日代表大馬到達卡和孟加拉簽署引進孟外勞備忘錄的里察烈說,150萬的數據實際上是孟加拉僑民福利與海外商業部登記的孟國人民到海外覓職的數據,而這些孟國人將到全球139個國家工作,包括馬來西亞、新加坡、阿聯酋和沙地阿拉伯。

他說,之前指政府要引進150萬名孟國外勞的看法是不正確的,並強調,任何孟國外勞的僱用必須符合大馬的政策,即依據各領域的需求而定。
拒正面回應扎希數據。

針對引進150萬孟國外勞的數據,其實是由副首相阿末扎希本身宣佈的問題,里察烈拒絕正面回應,並堅持本身的答案,即有關數據是孟國外勞的登記人數。

針對人資部不及早說明,導致國人一直認為政府準備在未來3年引進150萬外勞的問題,他說,他是要待備忘錄簽署之後才說明,否則,它可能只是謠言或傳聞,儘管有關聲明是出自副揆。

他也希望這項澄清有助於消除大馬將大量引進外勞的恐懼和憂慮。
