The Cabinet has decided to halt the recruitment of new foreign workers supply into the country, said Datuk Seri Ahmad Zahid Hamidi. The Deputy Prime Minister said this also meant that the initial plan to bring in 1.5 million Bangladeshi workers was officially scrapped. The decision would not involve the domestic help or maid sector.

Malaysia is halting the recruitment of new foreign workers into the country with immediate effect, it announced on Saturday (Mar 12, 2016). However, the decision, which was made at a Cabinet meeting on Friday, would not involve the domestic help or maid sector, according to Deputy Prime Minister Ahmad Zahid Hamidi.

Employers who wanted to hire foreign workers should recruit the existing foreign employees in the country, including those whose permits had expired, he added.

This also meant that the country’s initial plan to bring in 1.5 million Bangladeshi workers would be “closed”.

Employers or agents found guilty of protecting illegal foreign workers will be subjected to whipping. “Whipping will be meted out by courts because the punishment with fine has no effect as employers and agents still keep bringing in illegal foreign workers,” said Ahmad Zahid.

He also added that the sentence was meant to dismiss the false allegation that the government was trying to make a profit out of the recruitment process. The government had given ample opportunities for employees to register their foreign workers, he said.

Employers have until Jun 30 to legalise foreign workers. Those who want to hire foreign workers should submit their applications to the Malaysian Employers Federation, Malaysian Trades Union Congress and the Federation of Malaysian Manufacturers, added Ahmad Zahid.

Ahmad Zahid said following this, employers and recruitment agents would be dealt with more severely.

“We will be pushing for those found guilty of trafficking and harbouring illegal workers to be caned.

“Right now, they are not afraid because they think they can get away by paying a fine but that will not be the case anymore,” he said.

Employers Face Court Action For Not Registering Illegal Workers In Malaysia

Employers found not registering illegal foreign workers under the Malaysia Illegal Immigrants Rehiring and Relocation Programme will be charged in court. Deputy Home Minister Datuk Nur Jazlan Mohamed said court action would be taken against employers if they were detained by immigration enforcement.

“Under the programme, if employers did not register their workers and if the Immigration Department on enforcement campaign catch them, we will straight away charge them in court.

“There will be no more compounds imposed, in fact irresponsible employers will be brought to court and will face jail term if necessary,” he told reporters, here Wednesday.

Nur Jazlan also advised employers not to wait till the last minute to register their workers.

“Register as soon as possible, it will relieve them (employers) from any responsibility when enforcement officers make their rounds,” he said and added that so far more than 2,000 employers and 12,000 illegal immigrants had registered under the programme.

The programme implemented online was aimed at giving illegal immigrants working illegally in the country to obtain valid work permit in the required employment sectors.

He also directed the Immigration Department to launch operations and raids at shopping centres flooded with illegal immigrants especially in retailing premises and restaurants in the Klang Valley, Penang and Johor.

On employers victimising their workers, Nur Jazlan said they would face action under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act (ATIPSOM) 2007.

“For example if the employers agreed to pay salaries and did not comply with the condition causing the foreign workers to run away, their employers can be charged under ATIPSOM 2007. There is a specific clause which enabled employers to be charged,” he said.

Kedah Immigration Stops 8 Indian Nationals From Entering Malaysia

ALOR SETAR: Eight Indian nationals who wanted to go to Kuala Lumpur to do preaching work were denied entry into the country via the Immigration, Customs, Quarantine and Security (ICQS) complex at Bukit Kayu Hitam, near here, yesterday.

Kedah Immigration Department director Mohamad Yusri Hashim said the men, aged between 40 and 67, were detained at 12.15pm.

“All of them were from Chennai, India. Besides preaching they were also seeking donations to buy flight tickets back to their hometown,” he said in a statement today.

Meanwhile, 11 Bangladesh and Myanmar nationals aged between 31 and 52 were nabbed in a raid in two different locations in Jitra at 12.10am yesterday.

Mohamad Yusri said they were all detained in the Immigration lock-up of the Home Ministry Building, Alor Setar for further investigations before being handed over to the Belantik Immigration Detention Depot in Sik. — Bernama
