Sarawak Palm Oil Sector Losing RM2.8bil Revenue Due To Shortage of Manpower

The Sarawak palm oil industry has incurred revenue losses of some RM2.8bil a year due to the shortage of more than 12,000 manpower, a seminar here was told. According to Sarawak Oil Palm Plantations Owners Association (SOPPOA) chief executive officer Sylvester Fong Tshu Kwong, the labour shortage has also resulted in the Sarawak government losing more than RM133mil a year from the collection of sales tax on palm oil.

He said that as at June 2015, Sarawak had a shortfall of 12,042 harvesters. His calculation on the revenue losses was based on the average of 1.75 tonnes of fresh fruit bunches (FFB) per day harvested by one harvestor on 22 working days per month.The price of the FFBs used for the calculation was RM400 per tonne.

The RM2.8bil figure was made up of the loss in production of FFB, crude palm oil (CPO), palm kernel and crude palm kernel oil CKPO), as well as revenue loss in CPO and CKPO. “There is a severe shortage of field workers in the palm oil industry in Sarawak. We desperately need more fruit harvestors and collectors, otherwise the fruits will be left to rot on the trees, causing huge losses,” Fong said in his paper Labour requirements,remuneration system and costs of doing palm oil business – from Planters Perspective at the seminar.

The event on Addressing the manpower needs of the oil palm industry in Sarawak was organised by the state Land Development Ministry, in collaboration with Sarawak Development Institute.

Fong said besides the shortage of harvesters, the state oil palm oil estates had a shortfall of 26,624 field workers, 16,258 general workers and 4,402 other types of workers.

“The total field workers required as at June-2015 was 160,426 against total worker employed of 101,100, resulting in a shortfall of 59,326,” he added. Based on statistics,nearly 79% of the field workers are foreigners, mostly Indonesians.

“It appears that Sarawak plantation sector has become a training ground for the Indonesians,” remarked Fong.

He said as the state targetted to increase its oil palm planted areas to two million ha by 2020 from 1.4 million ha currently,the number of field workers needed would jump to 255,143, executives and staff to 13,428 (from 9,300). This estimation excludes the independent smallholders based on the assumption that they work on their own land.

“Currently,the only source of foreign workers supply is from Indonesia where supply is getting scarce. Indonesia will not continue to fulfill the needs of the industry for reliable workforce when their own plantation industry is increasing at faster pace and also facing shortage,” said Fong.

He said the expanding plantation sector offered lots of opportunities for the locals in employment, and he suggested the state to consider recruiting foreign workers from India, Nepal, Myamner in the short term..

Fong said wages in the Sarawak plantation sector were expected to rise due to a combination of factors, including declining supply and increasing recruitment cost of foreign workers. The other factor is the intensification of mechanisation in plantation works, resulting in demand for a higher level of skilled workers.

Describing oil palm as a “sunrise” industry in Sarawak, he said it would continue to contribute substantially to state revenue and state infrastructure development going forward. Last year, Sarawak earned RM8bil from palm oil exports, or 8.8% of the state’s total exports, valued at RM90.3bil. It contributed RM1.9bil in sales tax to the state government from 2010-2015.

Undocumented Filipinos in Malaysia are encouraged to take advantage of the Malaysian government’s ongoing Rehiring Program in order for them to secure valid work permits, the Philippine Embassy said Wednesday. Concerned Filipinos have until June 30, 2016 to avail of the program at Peninsular Malaysia, according to Ambassador J. Eduardo Malaya in a statement.

Filipinos qualified for the program are those who entered Malaysia through a regular airport or port of entry, who have no criminal records, and have worked with the same employer for the last six months.

Overstaying Filipinos with visit pass temporary employment (VPTE or employment visas) while working with the same employer or who entered Malaysia under social visit passes (SVP or tourist visas) are also qualified to apply.

Filipinos who have overstayed with employment visas but with a different employer are also qualified, the embassy said.

Malaya said qualified Filipino workers must have a valid passport, pass the Foreign Workers’ Medical Examination Monitoring Agency’s medical exams, and pay the levy according to the sector they choose to enter.

Filipinos applying for the program may choose to enter the construction, manufacturing, services, agriculture, and plantation sectors.

Rehiring program updates: The rehiring of illegals foreign worker programme deadline has been revised to Dec 31 2017 due to the poor response from employers. The Home Ministry in a statement said the deadline has been shortened as employers were not responsive to the programme.

“Based on our studies, although the programme has been implemented for almost a month with massive enforcement operations conducted by the Immigration Department, the programme is still at unsatisfactory level as many employers were found to hire illegal foreigners.

“Therefore, the employers are urged to take this opportunity to take part in the programme to enable their illegal foreign workers to obtain valid work permit.

“The government will not hesitate to take legal action against employers who hire illegal foreigners in line with Section 55 (B) of Immigration Act 1959/63,” it said in a statement.

Under the act, those who hire illegal workers are liable to a maximum RM50,000 fine, a maximum jail term of 12 months, or both, for each illegal employee.

In addition, any employers who hire more than five illegal workers will be jailed between six months and five years, and receive up to six strokes of the rotan, if convicted.

The ministry said a total of 15,822 foreign workers were registered under the rehiring programme from Feb 15 to March 10. From the total number, 9,738 were Indonesians, 3,808 Bangladeshis, 425 from Myanmar and 1,851 were from other countries.

The Cabinet has decided to halt the recruitment of new foreign workers supply into the country, said Datuk Seri Ahmad Zahid Hamidi. The Deputy Prime Minister said this also meant that the initial plan to bring in 1.5 million Bangladeshi workers was officially scrapped. The decision would not involve the domestic help or maid sector.

However, the decision, which was made at a Cabinet meeting on Friday, would not involve the domestic help or maid sector, according to Deputy Prime Minister Ahmad Zahid Hamidi.

Employers who wanted to hire foreign workers should recruit the existing foreign employees in the country, including those whose permits had expired, he added.

This also meant that the country’s initial plan to bring in 1.5 million Bangladeshi workers would be “closed”.

Employers or agents found guilty of protecting illegal foreign workers will be subjected to whipping. “Whipping will be meted out by courts because the punishment with fine has no effect as employers and agents still keep bringing in illegal foreign workers,” said Ahmad Zahid.

He also added that the sentence was meant to dismiss the false allegation that the government was trying to make a profit out of the recruitment process. The government had given ample opportunities for employees to register their foreign workers, he said.

Employers have until Jun 30 to legalise foreign workers. Those who want to hire foreign workers should submit their applications to the Malaysian Employers Federation, Malaysian Trades Union Congress and the Federation of Malaysian Manufacturers, added Ahmad Zahid.

Ahmad Zahid said following this, employers and recruitment agents would be dealt with more severely.

“We will be pushing for those found guilty of trafficking and harbouring illegal workers to be caned.

“Right now, they are not afraid because they think they can get away by paying a fine but that will not be the case anymore,” he said.

Employers Face Court Action For Not Registering Illegal Workers In Malaysia

Employers found not registering illegal foreign workers under the Malaysia Illegal Immigrants Rehiring and Relocation Programme will be charged in court. Deputy Home Minister Datuk Nur Jazlan Mohamed said court action would be taken against employers if they were detained by immigration enforcement.

“Under the programme, if employers did not register their workers and if the Immigration Department on enforcement campaign catch them, we will straight away charge them in court.

“There will be no more compounds imposed, in fact irresponsible employers will be brought to court and will face jail term if necessary,” he told reporters, here Wednesday.

Nur Jazlan also advised employers not to wait till the last minute to register their workers.

“Register as soon as possible, it will relieve them (employers) from any responsibility when enforcement officers make their rounds,” he said and added that so far more than 2,000 employers and 12,000 illegal immigrants had registered under the programme.

The programme implemented online was aimed at giving illegal immigrants working illegally in the country to obtain valid work permit in the required employment sectors.

He also directed the Immigration Department to launch operations and raids at shopping centres flooded with illegal immigrants especially in retailing premises and restaurants in the Klang Valley, Penang and Johor.

On employers victimising their workers, Nur Jazlan said they would face action under the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act (ATIPSOM) 2007.

“For example if the employers agreed to pay salaries and did not comply with the condition causing the foreign workers to run away, their employers can be charged under ATIPSOM 2007. There is a specific clause which enabled employers to be charged,” he said.

A total of 10,239 foreign workers were registered by 2,210 employers under the Rehiring Program since Feb 15 until Feb 28. Deputy Home Minister Datuk Nur Jazlan Mohamed however was not satisfied with the number.

“It is very low. To say they face difficulties signing up is not justified because it can done online and they need not have to go to the immigration office or company to register the illegal immigrants,” he told reporters after presenting the Immigration Department 2015 excellent service awards to 813 recipients here today.

He said employers who were not IT savvy could visit the immigration branches for advisory service.

The Rehiring Programme up to December 31 is to provide opportunities for illegals from 15 source countries working illegally in the country to be granted valid work permits to meet the permitted employment sector.

He said the registration fee of RM800 under the Rehiring Programme was reasonable and fair and took into account the various costs incurred by the government following the entry of foreign workers, including the costs of health, safety, detention and deportation.

“To me it is a fair trade off, you want foreign workers you pay for it,” he said, adding that the registration fee in Malaysia was much lower compared to other countries like Singapore and Middle East that used a large number of foreign workers.

Kedah Immigration Stops 8 Indian Nationals From Entering Malaysia

ALOR SETAR: Eight Indian nationals who wanted to go to Kuala Lumpur to do preaching work were denied entry into the country via the Immigration, Customs, Quarantine and Security (ICQS) complex at Bukit Kayu Hitam, near here, yesterday.

Kedah Immigration Department director Mohamad Yusri Hashim said the men, aged between 40 and 67, were detained at 12.15pm.

“All of them were from Chennai, India. Besides preaching they were also seeking donations to buy flight tickets back to their hometown,” he said in a statement today.

Meanwhile, 11 Bangladesh and Myanmar nationals aged between 31 and 52 were nabbed in a raid in two different locations in Jitra at 12.10am yesterday.

Mohamad Yusri said they were all detained in the Immigration lock-up of the Home Ministry Building, Alor Setar for further investigations before being handed over to the Belantik Immigration Detention Depot in Sik. — Bernama
