Malaysia Government Freezes Intake of Foreign Workers Including Bangladeshis

Putrajaya has put on hold recruitment of foreign workers from all source countries, including Bangladesh, Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi said, one day after signing a deal with Dhaka to send workers here.

Zahid’s announcement also comes hours after the human resources minister said not all of the 1.5 million Bangladeshi workers thought to be headed for Malaysia were meant for the country.

Datuk Seri Richard Riot had said the figure was merely the number of Bangladesh citizens registered with their government for employment.

Both the new levy system, which imposes a higher payment on employers using foreign workers, and the plan to bring in 1.5 million Bangladeshi workers have been criticised by employer groups and trade unions.

dpm_ahmad_zahid_hamidiZahid, who is also home minister, said employers were urged to hire locals instead and the recruitment of foreign labour would be deferred until the need arises.

Additionally, the government would also focus on re-hiring programmes for local workers while increasing enforcement on undocumented migrant labourers.

“Those existing foreign workers, especially whose working permits have expired or are without proper document, they are not allowed to work in Malaysia,” Zahid said after a function to meet army personnel at Camp Muara Tuang.

The plan to bring in 1.5 million Bangladeshi workers over three years was announced last year, but only recently did Zahid say that the figure was Bangladesh citizens who had registered with their government for work.

He had also defended the move saying locals did not want to do dirty, dangerous and difficult jobs (3D) and had challenged Malaysian youths to do so.

However, the Malaysian Trades Union Congress (MTUC) had pointed out that many Malaysians were working such jobs, but overseas, such as in Singapore, where the pay was better.

MTUC and MEF have long spoken against Malaysia’s over-reliance on foreign labour at the expense of training locals in skilled work, and over the high amount of remittances at around RM30 billion flowing out of the country.

The new levy system has also been a sore point for employers, who must pay RM2,500 per worker in the manufacturing, construction and services sector, and RM1,500 per worker in the plantation and agricultural sector.

Khairy: Our Youths Not Attracted To 3D Fields And Low Wages

Youth and Sports Minister Khairy Jamaluddin said a number of industries are unable to attract Malaysian youths as the wages offered are not high enough.

Khairy was referring to Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi’s call to local youths on Sunday to take over the dirty, difficult and dangerous (3D) fields which were unpopular with local workers and needed foreigners to do the work.

Speaking to reporters after launching the “Fitness in My Pocket” application here yesterday, he said youths were not interested in industries such as construction or agriculture because these jobs were difficult and offer low wages.

“If the industry doesn’t rely on foreign workers, it will be impossible to fill up such jobs.

“Represen­tatives from the industries have already discussed the issue and have issued statements that they have no choice but to continue to hire foreign workers,” he said.

Recently, the Government was reportedly planning to bring in 1.5 million Bangladeshi workers over a period of three to five years.

Meanwhile, Immigration director-general Datuk Sakib Kusmi said 271 had registered under the employment and resettlement programme for illegal immigrants which started on Monday.

“Out of the 271, 245 are Indonesians, eight are Myanmar nationals and 18 are other nationalities,” he said in a statement.

He said 31 applications had been processed, with 23 approved while eight had been rejected for not meeting the conditions.

Sakib said the programme to enable illegal immigrants already in the country to work for legal employers, was conducted online.

He said the department had been inundated with enquiries from the public and employers but the information on the programme was available through rehiring.imi.gov.my atau www.imi.gov.my.

The increased levies for foreign workers is unlikely to be deferred, with business groups being told to propose acceptable rates as opposed to those set by the government, The Star reported.

This follows a meeting between Chief Secretary to the Government Ali Hamsa and Home Ministry officials with representatives from 28 business associations yesterday.

According to the English daily, Malaysia Wood Industries Association president Low Kian Chuan said while the government appreciated the difficulties faced by industries, Ali had said he had the “mandate to disagree” with them.

Master Builders Association president Matthew Tee meanwhile revealed that groups were asked to propose how the government could possibly achieve its targeted revenue if the planned hike in foreign worker levies was scrapped.

“The Chief Secretary told us to give a figure (for the revised levy). We have to come up with a consensus within 10 working days.”

Tee also said the number of illegal workers easily numbered two million or more and that if the government wanted a source of additional revenue “this was a solution.”

Prime Minister Najib Razak announced a revision of levy rates for foreign workers when presenting the recalibrated Budget 2016 last month.

Deputy Prime Minister Ahmad Zahid Hamidi, who is also the Home Minister, later announced the revision had been postponed until a discussion could be held with stakeholders.

The new rates which were earlier imposed on February 1, would see Putrajaya gain around RM2.6 billion in revenue.

Pekerja asing yang masih berada di Malaysia tanpa dokumen yang sah kini diberi peluang untuk mendaftar secara atas talian bagi membolehkan mereka mendapatkan dokumen sah, kata Menteri Dalam Negeri Datuk Seri Dr Ahmad Zahid Hamidi.

Important Notice: E-Kad (E-card) is official closed on 30th June, 2017 and there is no more extension. Right now can only register for Rehiring program and legalise your workers.

Rehiring Program is for those who fulfilled the following requirement:

  • Age between 18 – 44
  • Posses Valid Passport For 2 years
  • Posses Valid Entry Record, last entry/arrival date before 1st March 2016, if your workers arrived after this date, please contact us for more info
  • Former / expired work permit (general & professional) under another company
  • Former / expired student visa permit
  • No Blacklisted record
  • No “Lari majikan” report / Run away from employer record
  • No Fomema (medical) unfit record

You can register for Rehiring program and get the Rehiring certificate in one (1) week time. Your workers can start work as soon as gotten rehiring certificate.

Zahid_HamidiZahid berkata, melalui program itu, kira-kira 2 juta pekerja asing yang tidak memiliki dokumen selepas tamat tempoh penggajian mereka akan mendaftar tanpa melalui ejen.

“Kita menjangkakan kira-kira 2 juta pekerja asing tidak berdokumen, majikan juga memohon kerajaan supaya pekerja ini diberi peluang untuk terus bekerja.

“Mereka (majikan) nyatakan kesanggupan untuk memohon secara rasmi kepada kerajaan. Maka KDN memutuskan untuk melakukan permohonan ini dan majikan boleh mohon terus secara atas talian tanpa melalui ejen pekerja asing,” katanya.

Zahid yang juga timbalan perdana menteri berkata, pihaknya dimaklumkan pihak majikan, apabila permohonan mereka diserahkan kepada ejen, ia tidak dibawa kepada Kementerian Dalam Negeri (KDN).

“Masalah yang timbul ialah ada majikan beritahu KDN permohonan diberikan kepada ejen.

“Ada ejen ambil wang perkhidmatan tapi tidak mendaftar pekerja dan mereka melampaui tempoh sah laku,” katanya pada sidang media selepas Majlis Perhimpunan Bulanan KDN di Putrajaya, hari ini.

Zahid berkata, perbuatan itu menyebabkan kerajaan tidak memperolehi kutipan levi.

“Pada waktu sama levi juga tidak dibayar kepada kerajaan. Oleh itu kerajaan rasa terpanggil untuk membantu majikan bagi melakukan sistem ini secara atas talian,” katanya.

pati_program_2016Program itu akan bermula pada 15 Februari ini dengan tempoh percubaan 3 bulan pertama dilaksanakan di seluruh negara.

Jika majikan masih gagal mendaftar pekerja asing mereka, tindakan penguatkuasaan akan dikenakan.

“Kalau masih gagal mendaftar, penguatkuasaan Jabatan Imigresen dan PDRM akan dilakukan sebelum pekerja asing dihantar pulang,” katanya.

Zahid berkata, program itu dilaksanakan secara percuma.

“Akan ada bayaran untuk levi mengikut sektor masing-masing, tetapi tiada bayaran atau denda untuk program ini,” katanya.

Katanya, berhubung isu kenaikan levi pekerja asing, Putrajaya akan meneliti aspek tertentu, termasuk kadar dan tempoh.

Sementara itu, dalam ucapannya, Zahid berkata hasil kutipan levi kepada pekerja asing juga akan memberikan tambahan pendapatan sebanyak RM4 bilion untuk kerajaan.

“Melalui levi ini, kita mampu mengutip RM4 bilion untuk kantung negara, ini sumbangan KDN untuk rakyat,” katanya. – 5 Februari, 2016.

Kementerian Dalam Negeri akan melaksanakan Program Penggajian dan Penempatan Semula Pendatang Asing Tanpa Izin (PATI) selama tiga bulan bermula 15 Februari ini.

Timbalan Perdana Menteri, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, perkara itu diputuskan selepas mengambil kira pengumuman pengubahsuaian Bajet 2016 oleh Perdana Menteri, Datuk Seri Najib Tun Razak pada minggu lalu.

Ahmad Zahid yang juga Menteri Dalam Negeri berkata, program tersebut akan dilaksanakan secara dalam talian bagi memudahkan urusan majikan dalam semua sektor di seluruh negara.

“Program ini bertujuan memberi peluang kepada PATI yang bekerja secara haram di negara ini untuk diberikan permit kerja yang sah.

“Program itu juga dilaksanakan bagi memenuhi permintaan industri serta membolehkan kerajaan mengetahui jumlah sebenar PATI di negara ini untuk tujuan pemantauan,” katanya kepada pemberita selepas menyampaikan amanat 2016 kepada warga kementerian tersebut di sini hari ini.
