The founder of a group catering to the expatriate community in the country said the Malaysia My Second Home (MM2H) centre in the tourism ministry has been closed “until further notice”, amid talk that 90% of applications for the programme have been rejected.

MM2H is a programme that allows foreigners to stay in Malaysia for a period of 10 years.

Last year, it was reported that the Malaysia My Second Home programme brought in RM40.6 billion in total revenue from the time it was introduced in 2002 until 2018.

Andrew Davison, the CEO of The Expat Group (TEG), said the closure appeared to stem from a “major disagreement between the immigration and tourism ministries about the programme itself”.

Currently, Davison said, no one was allowed to submit any application relating to MM2H visas.

“As regards MM2H visa holders stuck overseas, the MM2H centre has advised me that they will try and approve all the active cases by today,” he said in an email.

Davison said he assumed that approval would now be needed from the Immigration Department director-general.

He went on to say that this put the future of the programme in doubt, claiming that “some people in government” were opposed to it.

Davison said that up until recently, applications for renewal, transfer and new applications were processed by staff in the tourism ministry and later passed to the Immigration Department for stamps to be placed on their passports.

“Now, it is not clear what will happen as there is no place to submit the applications.”

He also said the Immigration Department might want to take over the programme which, in his opinion, would be a bad move.

Davison said a staggering 90% of applications had been rejected, adding that this was unprecedented. “My agency had two rejections which we are confident would have been approved in the past,” he said.

The Malaysian Government has temporarily frozen the new application of Malaysia My Second Home program (MM2H) until December this year. The Malaysian Government will revise the program with the hopes of improving the process flow and simplify the procedures.

President of the Malaysian My Second Home Consultants Association (MM2HCA), Mr Lim Kok Sai say 90% of the MM2H applications they submitted between September and November 2019 were rejected without any reasons or justifications which is much higher than the previous 10 percent rejection rate and also the highest in the past 14 years.

“Our members were shocked when they suddenly received many rejection letters. There were no reasons attached for the rejections and they are not allowed to appeal the decisions. If the applications are rejected, the agents have to return the deposits to the applicants,” MM2HCA president Mr. Lim Kok Sai told the Star.

The scheme, which has brought 40 billion ringgit (HK$76 billion) in revenues for Malaysia, requires applicants to have a minimum deposit of 500,000 ringgit and a monthly income higher than 10,000 ringgit.

Mr. Lim Kok Sai says applications from Hong Kong are not expected to surge following the implementation of the new Hong Kong’s national security law.

Even if the applicant successfully obtains the 10-year residency, they will not acquire Malaysian nationality.

All immigration matters pertaining to the Malaysia My Second Home (MM2H) programme will be handled by the Immigration Department headquarters here starting July 6.

This was announced by Immigration director-general Datuk Khairul Dzaimee Daud amid reports that the MM2H office in the Tourism, Arts and Culture Ministry (Motac) had been closed and moved to the Immigration Department.

“All immigration matters related to the Malaysia My Second Home programme will be handled at the Immigration Department headquarters in Putrajaya, beginning July 6.

“Only applications to enter Malaysia will still go through Motac.

“All MM2H matters at the Immigration headquarters will fully utilise e-payment (credit/debit cards) transactions, ” said Khairul Dzaimee in a statement.

He also said appointments should be arranged online first at http://sto.imi.gov.my.

Launched in 2002, the MM2H programme under Motac was aimed at attracting foreigners to invest and migrate to Malaysia.

Since its inception, the government has given approvals to some 48,000 foreigners to reside here under the programme.

MM2H participants enjoy the privilege of a Social Visit Pass, multiple entries over 10 years and renewable visa.

During the movement control order (MCO) lockdown period, many MM2H visa holders were stranded abroad as Malaysia banned entry by foreigners due to the Covid-19 pandemic.

However, MM2H visa holders were allowed to return on May 17, after the government began easing restrictions under the conditional MCO phase.
